I would be pleased to endorse this proposal, but I have one major suggestion and one question.

My suggestion is that the Milestone might be better listed as the First Commercial Direct Broadcasting Satellite or, in ITU terms, First Commercial Broadcast Satellite Service. The US, USSR, and Canada all tested or implemented satellite television systems earlier.  The US and India demonstrated a DBS system in 1974: http://en.wikipedia.org/wiki/ATS-6#Telecommunication_experiments. As a result, India initiated its government-sponsored DBS system in August 1983: http://en.wikipedia.org/wiki/Indian_National_Satellite_System.

My question relates to plaque access. I understand the wording of the proposal to indicate that only official visitors to NHK Labs will be able to see the plaque in the guarded parking lot. Can the public visit the plaque, as well as the exhibits in the NHK Labs lobby?
