Any GHN contributor may propose to create a single STARS Article from one or more Candidates or from part of a Candidate. When the title of a Proposal is not identical to an existing Candidate, a new Candidate must first be created. Proposals must adhere to a defined length and format and provide sufficient information about the technological achievement and the planned scope and timeframe of the Article to permit the Editorial Board to judge its potential. A Proposal must reside in near-final form on the GHN for at least two weeks before an Article is invited by the Editorial Board. All GHN users can comment on each Proposal, but only the author(s) can edit it. A Proposal will not be accepted until an author is identified who is willing to write the Article.

Title: no more than 40 characters
Author: name(s) of 1 to 3 author(s)
(If coauthor or replacement author is desired, say so here.)
Timeline: 5 to 15 one-line entries (one line is typically 120 characters or fewer)
Synopsis: 200 to 500 words
0 to 1 figure
Bibliography: 1 to 5 primary and 1 to 5 secondary sources (referred to, respectively, as References of Historical Significance and References for Further Reading)
About the author(s): 50 to 100 words for each author
