This article, not published yet, discusses the need in IEEE to restore to the Ethics and Member Conduct Committee, the EMCC, two important missions which were granted to it in 1978 when IEEE then established the original Member Conduct Committee, the MCC. The first right was to give ethical advice to Members seeking it from the MCC, and the second, was to offer ethical support in situations where a Member, in trying to uphold the IEEE Code of Ethics in his/her practice, is placed in employment jeopardy for such. The IEEE Board in 2005 formally restricted the EMCC from exercising these rights, but as early as 2000, it was reported by a former EMCC Chair, that the EMCC was informally not permitted to exercise them.
